Now that IMPALA-14147 is merged, some native-toolchain packages are unblocked
for upgrades. In particular, Python >=3.10 and openldap 2.5 require OpenSSL
1.1.1 and can now be upgraded. Mold linker requires a modern zlib which was not
available on Centos 7, so that can be upgraded now that we no longer support
Centos 7.
