Impala's tests use pywebhdfs to talk to HDFS. pywebhdfs is unmaintained and
hasn't had a release in almost ten years. Other python packages provide similar
functionality, including the extensions we added to handle chmod / chown /
ACLs. For example, the 'hdfs' pypi project is active and provides that
functionality: https://pypi.org/project/hdfs/
