Upgrading LLVM for codegen is difficult and performance sensitive. However, the
Clang that we use for sanitizer builds like ASAN/TSAN/UBSAN is much easier to
upgrade. It would be useful to be able to build Impala using a newer Clang
without upgrading the LLVM version used for codegen. We've had multiple issues
on the sanitizer builds that needed patches to Clang (IMPALA-13190 / roaring
bitmap) or libstdc++ (IMPALA-14092 / Paimon support).
