IMPALA-14848: Enable Puffin stats reading by default

The initial patches that added support for Puffin stats disabled reading
them by default, because
* it only worked if the Puffin file was associated with the current
  snapshot
* Puffin stats always took precedence over HMS stats.

Since then both of the above issues have been resolved (IMPALA-13594,
IMPALA-14261). Now it is time to make reading Puffin stats the default.

So far Puffin stats tests were custom cluster tests, this change moves
most of them to test_iceberg.py.

The patch also updates the docs about Puffin stats.
