IMPALA-15015: Update minicluster config for Ozone 2.0
Adds new config options for Ozone 2.0 to avoid SCM and datanodes using
the same directories. Fixes Ozone startup in the minicluster when
testing Ozone 2.0+.
Ran dataload and core tests on Ozone.
