IMPALA-15071: Allow setting format-version=3 in ALTER TABLE CONVERT TO
We should allow setting format-version=3 in ALTER TABLE CONVERT TO
now that we are supporting Iceberg V3 tables.
Iceberg V4 is still rejected by Impala (Iceberg library would allow it).
Testing

* e2e test
