IMPALA-15218 (addendum): Set trusted_jar_paths for all planner tests
This moves the logic for setting the trusted_jar_paths
from PlannerTest to PlannerTestBase. This fixes the
S3PlannerTest for external data sources.
Testing:
- Ran S3 job
