IMPALA-15398: [DOCS] Document :clear_hbo_stats()
IMPALA-15234 added the :clear_hbo_stats() admin function, and the docs
do not mention it. Add a topic next to the other statements: the
syntax, the ALL privilege on the server that authorization requires,
the coordinator scope of the clear, and its best-effort behavior.
Testing:
- xmllint well-formedness check on the new topic and on impala.ditamap
