IMPALA-15214: [DOCS] Update CPU requirements
The requirements page still listed SSSE3, but since IMPALA-9690
(Impala 4.0) the daemons refuse to start on x86-64 CPUs without AVX2,
unless the deprecated --enable_legacy_avx_support flag relaxes this to
AVX.
The CPU requirement moves out of "Hardware Requirements for Optimal
Join Performance" into a new "CPU Requirements" section, since it is a
hard requirement, not a performance recommendation. It now covers AVX2
and the legacy AVX mode on x86-64, the ARMv8-A + CRC32 requirement on
ARM64 (IMPALA-15369), and how to check a machine. The 4.0.x
incompatible changes section lists the AVX2 requirement too, because
the external 4.0 release notes mention only AVX.
Testing:
- Built the HTML docs with DITA-OT and checked the rendered pages.
