IMPALA-15386: Bump boost and mold versions
Bumping Boost version to 1.92.0, which contains geospatial fixes.
Also updating mold for IMPALA-15407, since their version got updated in
the same toolchain build:
Updates to mold 2.42.1, which is reported to be the last mold 2 release.
