Agreed, as it stands now it wouldn't be that useful for the Broker side test
cases that need to configure a broker in a specific way to create a test that
replicates a certain failure. If there was some more work done in this area
it'd be more useful, however for just plain old Unit tests that are testing
business logic I can see the merit. Putting under tooling seems fair, it
probably wouldn't fit in with the top level modules.
