I think we can change this one and not introduce many ripples, but some tests
would be nice to do. I know NMS.Stomp relies on this for some of it's JMS like
message transformations so running those tests could help validate the change
doesn't break it. But that'd mean you have to build the .NET client code and
figure out how to run the tests ;)
