Description:
basically taking the example for [colocated failover with scale
down|https://github.com/apache/activemq-artemis/tree/master/examples/features/ha/colocated-failover-scale-down]
one step further and starting the server0 back up results in two issue where
the colocated backup that turned into a live server doesn't turn back into a
backup and the live server that comes back online does not start its colocated
backup again.
