Clebert is correct, the reason ActiveMQ has this is because it has a slow queue
and fast queue on the same journal this kills performance. Artemis doesn't have
this issue so its not something we need to implement from an ActiveMQ parity
point of view. I would either close this Jira and open a new one or change the
summary and description.
