[jira] [Created] (ARTEMIS-1296) Quorum vote doesn't check for live

[Andy Taylor (JIRA)]

Andy Taylor created ARTEMIS-1296:
------------------------------------

Summary: Quorum vote doesn't check for live
                 Key: ARTEMIS-1296
                 URL: https://issues.apache.org/jira/browse/ARTEMIS-1296
             Project: ActiveMQ Artemis
          Issue Type: Bug
            Reporter: Andy Taylor
            Assignee: Andy Taylor

The current quorum vote is broken as it only tries to connect to a another live
broker, it should also ask if its live is up or down.
