Colocated Replicating Cluster Ends Up in an Infinite Quorum Vote Loop After
Failover and Restart
To replicate, setup a cluster of replicating colocated nodes with scaledown.
Shutting down one of the nodes will result in the backup node scaling down
correctly. Restarting the node results in the cluster ending up in a quorum
vote loop as the bridge reconnects.
