I don't think your configuration is correct per the XSD. The {{user}} is an
_element_ of {{queue}} rather than an attribute so the XML should be like this:

<queue name="ExpiryQueue2">
<user>admin</user>
</queue>
</anycast>
</address>
<address name="EQueue">
<anycast>
