On [https://activemq.apache.org/artemis/docs/latest/ha.html] in the scaling
down example {{<restart-backup>false</restart-backup>}} is specified. However
this option is nowhere in the manual documented. It is not clear when and why
to set this value to {{true}} or {{false}} and what it's implications are.
I also searched the Artemis source code and examples but could not find any
documentation (javadoc) or other kind of description.
