Missed another edit:
"ExceptionListeners is used by caching and pooling cf wrappers (e.g. springs
CachingConnectionFactory), as such they're only access to if issue with
exception is by exception listener, so its not just MessageListeners as a use
case here."
As wrappers they can have access to all exceptions thrown anywhere if they
want it. They might choose not to bother of course.
