Not sure why it's using CopyOnWriteArraySet but I assume it's been that way for
many years. I don't see any issue with replacing it so I can do that. Also
this fix is only in master (which is currently 5.16.0) but I can back port for
5.15.10 so the upgrade is easier than going to 5.16.0.
