@michaelandrepearce - I'm not really sure what you are talking about but
maybe you think I'm referring to addresses. I'm talking about queues...and
there is no max hops flag. Also the docs specifically say there's a
"includeFederated" flag to enable allowing the propagation of federated
consumers. In this case I'm simply using what is already there...but the
filter you created is wrong, I'm just fixing the bug with the filter and not
changing the intended behavior.
