That's a fair point. I chose to use the `_WITH_REDISTRIBUTION` suffix to
maintain continuity with the existing setting names so it's as simple as
possible for users to switch if they want. Ultimately my goal is to remove
these two new settings in the next major release and properly isolate the
behavior of redistribution to the `redistribution-delay` setting alone. I
didn't do that here so as not to impact semantics for existing users.
