I've decided to go ahead and implement this. I've sent [a 
PR|https://github.com/apache/activemq-artemis/pull/2985] already if you would 
like to review it. It includes code and documentation.

As far as the web console goes, it's a fine tool for configuration and some 
monitoring for either developers or operations. However, it has no alerting 
mechanisms. I wouldn't consider it the right tool for any large scale 
deployment where configurable dashboards were necessary. For that kind of work 
I'd recommend [exporting 
metrics|http://activemq.apache.org/components/artemis/documentation/latest/metrics.html]
 to a system that was designed for such work. For example you could use the 
[this plugin|https://github.com/jbertram/artemis-prometheus-metrics-plugin] to 
export metrics to Prometheus and then create dashboards and alerts in Grafana.
