Description: Setting {{vote-on-replication-failure}} to {{true}} as
discussed in [the
documentation|http://activemq.apache.org/components/artemis/documentation/latest/network-isolation.html]
is an important part of mitigating split-brain. This should be set by default
for brokers created via the CLI using {{--replicated}}.
