There's a class called ScaleDownHandler, that would transfer messages from a
dying node to another node.
For some reason ScaleDownhandler is not working. apparently it can't reach a
lock in time to proceed with the transfer.
We need tod ebug while ScaleDownhandler failed to make the transfer. apparently
it wasn't invoked when the test fails.
