In fact I got to know this from a issue in docker where someone complained
about it stopped working in 2.12, and I was able to reproduce.
The funny thing is that it does work with the default value in 2.11 (both
vanilla and docker) and stops working in 2.12 (both vanilla and docker). Even
for you it doesn't completely work as the default configuration
{{*://localhost*}} should be equivalent to what you wrote
{{http://localhost:8161}}, but it's not. Same happens to me if I use {{*}}. It
will work in 2.11, but it won't work in 2.12.
