In ActiveMQ 5.x clients can create durable and non-durable topic subscriptions
with the {{read}} permission. However, the LegacyLDAPSecuritySettingPlugin only
maps the {{createDurableQueue}}, {{createNonDurableQueue}}, and
{{deleteDurableQueue}} permissions to the {{admin}} permission. This should be
changed.
