yes, the issue is the message going to two page stores, the first store that is
routed to, gets to persist and increment the size on ref count = 1, the second
just adds the ref. However if the messages are ack'ed in reverse order to
routing, the count is decremented and the page store that sees it == 0 is
different from the one that saw it == 1. The full message size is decremented
from the ref size, and the ref size is decremented from the full message size
and they store sizes quickly diverge.
