This is fixing BackupAuthenticationTest..
A network isolation failure should retry the server, but not other types of
failures (example password).
BackupAuthenticationTest was intermittently failing. This is to correct a
mistake on the original implementation for Network isolation on retries.
this should not affect production system, however it does affects the test
suite.
