[~jbertram] The above description doesnt really tell me how to re-create the
users issue apart from its something with openwire. Do they have unit or
integration test to re-create? Im not running federation with brokers that have
OpenWire enabled, only where CORE is being used, so a test case would need to
be supplied that can be run in the test suites
