[~jbertram] I modified [^FederatedQueueTest.java]and 
[^FederatedTestBase.java]to start up an actual port, instead of invm only, and 
then adjusted the test cases to use the activemq 5.x jms client, and ran the 
tests, and they pass. So currently im unsure of the issue, it be great if 
FederatedQueueTest.java can be extended with a failure test case that will run 
within unit, then we can look at more.
