I noticed a slowdown in a build, where the holdup was maven trying to do a
retrieval from the jcenter repository, which it was previously announced is
going away:

The build resumed before I saw which item was being retrieved, and the test
output exceeded my console history, so I'm not sure what it was.
Once it is identified an alternative version/repo should be put in place so the
build is updated before any service brownouts and/or the eventual shutdown
occur which will break the build.
(Marking as blocker bug mainly for visibility, though it is somewhat)
