In 1.8.0 Ionic ZLib was removed as is no longer supported, but at the time no
other suitable library was found. But this breaks compatibility with 1.7.x and
also cross language compression e.g. to java.

A new library to support the compression should be found, and the default
compression updated.
It seems SharpZipLib maybe able to fix this, at the need to update min
framework to 4.5
