If it was caused by a still-unreleased change then the original Jira should 
probably have been reopened and used to address problems with its changes. 
Helps keep the related changes/discussion for the original change in one place 
before the release, simplifies things if looking back later, and avoids having 
standalone 'bug' listing in release notes (if a fix version is assigned to the 
JIRA) when the issue didnt actually affect the releases.
