in short, with a reliable quorum (distributed lock with epoch), we use it:
1. to handle the transition that we can currently support, one failover from
primary to backup.
2. to completely avoid split brain (that term is odd!) and trade
availability.
If we can do this with 3nodes, replicating that setup (2 more nodes that
share a witness node) can give us better HA
