ARTEMIS-3371 Adding TestContainers support and adding QpidDispatchPeerTest
This is testing peer integration with qpid-dispatch by using TestContainer and
a docker image for Artemis
Also, as I added QpidDispatchTest, I reorganized the brokerConnect tests a bit
into a brokerConnect folder.
