the fix for ARTEMIS-1612 needs to be reworked, with the current address model,
prefixed queues do not exist on the broker, they are an artefact of an acceptor
that does transformation. Transformation of the routing needs to be reflected
in the message address such that further routing (and redistribution) can work
without knowledge of the prefix.
