   @gtully yeah i have similar concerns to gemmellr seems we still have some 
possible race, tbh im not 100% if the decision to treat redistributor as a 
normal consumer is best idea tbh for the scope of this PR anyhow.
   
   I wonder if the original requirement can be still me/implement without that 
larger change, so at least you get what you need in, without the larger 
changes/risks of the bigger change of starting to treat redistributor as almost 
a normal consumer, it almost feels like the redistributor change should be a 
separated thing in its own right.
