The brokers cluster does not seem to form properly on broker crash/stop and
restart.
I am trying to debug the cluster formation code. I am looking at the
org.apache.activemq.artemis.tests.integration.cluster.distribution.SimpleSymmetricClusterTest#testSimple
integration test and have modified it slightly to crash the first broker and
restart it. This causes the test to fail most of the time.
If I use the stop method on the server, the test succeeds most of the time, but
is never 100% stable.
I am running it manually in IntelliJ in succession to verify it.
