Because of the possibility of breaking existing configuration, there is a new
option to indicate that redistribution is wanted and initial load balancing is
not wanted. OFF_WITH_REDISTRIBUTION. Use it when you want local consumers to
have priority. If there are no local consumers, then redistribution can kick in
of it is configured with a non negative delay.
