I think issue 1 is just by design, redistribution is on queues. a non OFF Load 
balancing type is necessary for multicast addresses

 

on 2, I https://issues.apache.org/jira/browse/ARTEMIS-3321 is another 
incarnation of the scenario, where notifications of demand/consumers are not 
replayed.
