The JIRA was referenced in the release notes already, though I have now added a 
more prominent note about it right at the top of them. I believe the Java 11+ 
requirement was noted in the release announcement and there are at least a 
couple of threads around it on the users mailing list, which is where further 
discussions/questions should be made (see https://activemq.apache.org/contact 
for details if needed).
