Just as a note, the reason this wasnt noticed previously seems to be an issue
with Maven. The entire tree does compile with e.g. Maven 3.6.3 *, but fails at
activemq-web with e.g. Maven 3.8.5. The CI job is using 'latest' so presumably
an upgrade across some intermediate versions (e.g 3.8.4 -> 3.8.5) changed the
behaviour and thats why it started being seen in CI.
*Interestingly, re-building the activemq-web module alone after installing
everything on a full build, does actually fail with 3.6.3.
