And thinking on that more, the other testRestartEmbeddedWebServerException
should probably instead use a longer 'timeout' in its restart call (perhaps
even the other method with the default) to avoid being as susceptible to the
whims of thread scheduling, especially in constrained envs, since its desired
that it not time out but await the process starting and then throwing.
