Just to clarify...

We changed the default {{broker.xml}} we generate via ARTEMIS-3417. However, we 
didn't change the default value in the code as that would potentially change 
behavior (i.e. break things) for upgrading/existing users. Changing default 
values like that would require a major release where breaking changes are 
possible.
