Description: The Apache Karaf instance executed by the ArtemisFeatureTest
should use the custom maven local repo if it the `maven.repo.local` system
property is defined where the build artifact are installed because if Karaf
doesn't find the snapshot artifacts locally it will download it from
https://repository.apache.org/content/groups/snapshots-group/ and it will not
