Doesnt seem like it. The others are about not using the default address
settings values configured in the broker, and inconsistently at that
(respecting it for senders but not receivers). This seems to be separately
about not supporting name prefixes to try and override those defaults
configured in the broker. It does support other ways of doing it, using
capabilities.
