ARTEMIS-4323 Keeping surefire at version 2.22.2 until a possible memory leak is

At the time when we upgraded to latest the testsuite could not complete with a
single run
as many instances of
https://github.com/apache/maven-surefire/blob/master/surefire-api/src/main/java/org/apache/maven/surefire/api/util/internal/ClassMethod.java
were created.
