It could be a different Jira/Issue but I think it should probably be fixed
before we do a 5.19.0 release. If we can't build a new OpenWire version then
that is a problem and should be fixed because otherwise it will get ignored and
then will be a huge problem later when we do need to build it. It may also be
broken for 5.18.x and JDK 11 so we should look at that too and fix before
another 5.18.x release. If there is a reason that we can't fix it now then it
should at least be documented as to what is broken and what needs fixing.
