Add a feature element to the broker connection feature-set that allows for
broker federation over AMQP on outgoing AMQP broker connections. The feature
should support duplex federation across the same connection allowing
configuration of federation for local address and queues from a remote and the
reverse. The AMQP broker connection configuration should be updated to allow
configuring this feature in XML and using the broker properties mechanism.
